Tim Drumm

Pastor of Adult Ministry & Discipleship

Pastor Tim grew up near Houston, TX where the Lord saved him late in his teenage years and placed him under theologically sound biblical teaching at a local church. At that church, Tim married the love of his life, Katie, in 2007. They are blessed with four children: Luke (born 2010), Elizabeth (2012), Phoebe (2015), and Jack (2018).

Tim graduated from The College of Biblical Studies with a Bachelor of Science in Christian Leadership and a minor in Bible. He then went on to graduate from The Master’s Seminary with a Master of Divinity. While in seminary, he completed training and certification as a Biblical Counselor with ACBC. In 2025 he completed a D.Min. degree in Biblical Counseling at The Master’s Seminary, writing his dissertation on counseling youth.

Tim has worked with students since salvation and is passionate about teaching them the truth of the Bible and encouraging their growth in Christ. Tim has been actively involved in campus FCA meetings, teaching Sunday school classes, church administration, coordinating conferences & camps, serving in & then leading youth ministries, and teaching as a professor at The Master’s University. He loves to teach, preach, and mentor students.

Shortly after graduating from seminary, Tim and his family relocated to Mount Vernon in August of 2018. He oversees the Middle School, High School, and Young Adult ministries, and he oversees our Men’s Ministry. Tim & his family are so thankful to be part of the church family at EBC.


Juan Blanco

Family Pastor

Juan was born and raised in Colombia. When he was around 12 years old, by God’s grace, the Gospel was presented to his family. He had the blessing of growing up under the faithful proclamation of the Gospel, at home and at church.

Right after graduating from high school, he had the opportunity to start his first small business while pursuing a Bachelor in Computer Science degree. By his mid-twenties, he already had two different growing businesses.

However, in God’s perfect plan, everything changed. In his mid-twenties, the Lord graciously changed his heart, his desires, and his purpose in life to having a strong, overwhelming desire to proclaim Christ and teach the Bible. So, he decided to leave his business life behind and pursue theological training to teach the Bible faithfully.

In 2019, Juan came to the United States to study English as a second language to subsequently begin his seminary training. He began his seminary training in 2022 at The Master’s Seminary in Los Angeles, California, and completed his Bachelor of Theology (equivalent to a Master of Divinity) in 2026.

During his seminary training, the Lord graciously blessed his life with the love of his life, his amazing wife, Amanda. They married in 2024, and in 2025, they were blessed with the birth of their precious son, Jonathan. As a family, they love sports, outdoor activities, movies, and getting together with friends and family to eat delicious food and play games in their free time.

In the future, he would love to pursue a doctorate in Biblical counseling to continue serving and shepherding families in the church.

Now relocated to Mount Vernon, Juan and his wife are incredibly thankful to the Lord for His grace in bringing them to the church family at EBC. They are excited to serve their church family at EBC and the families of Skagit Valley. They pray that the Lord gives him the grace to serve faithfully, remembering that all things are for His glory and for the good of His people. (Romans 11:36).


Pam Dougliss

Family Pastor Assistant

Pam has been the Assistant Children’s Director for 22 years. She and her husband Todd were married here at EBC 34 years ago and have three married daughters, Natalie Sperry, Samantha Reyes and Madelyn Glasgow. She is a proud Grandma to Kristina, Isaac, and Brooklynn.

She feels the Lord lead her to this position after quitting county employment “in faith.” Shortly after, Terry Ogdon asked her to come and work with her. When Pam isn’t at church you can find her at home crocheting, taking care of her family, grandchildren and small farm.

Pam committed her life to Jesus at a young age and therefore has a passion for sharing the Gospel with children. She loves God’s word and finds it a privilege to be serving the children and families of EBC and the Skagit Valley.


Regina Pimentel

Women’s Ministry Director

Regina and her husband, Luis, have been a part of the Emmanuel Baptist Church Family for 22 years. They have three grown children, Brianna, Luis and oldest daughter Bianca with their son-in-law Riley. They also have three grandchildren, Kennedy, Sawyer and Briar. They moved to the Skagit Valley in 1993 after visiting and loving the beauty of the Northwest. Soon after, they found this church to be a home to their family. Some things you might find Regina doing when not serving in ministry are sitting with her children talking, playing games with her family and friends, cooking and crafting. She loves traveling with her family to sunny places.

She has served in many areas of ministry but in recent years has felt passionate about Women’s Ministries. Her heart’s desire is to minister to women of all ages and encourage their spiritual growth as they walk alongside one another. Her prayer for women is that they would surrender themselves fully to the Lord so that Christ could do the work in them and that they would be able to live out the lives that God intended to bring Him most Glory.


Bob Fletcher

Church Administrator

Bob joined the church staff in November of 2024 after a 26-year career in the United States Navy. He and his wife, Melissa, have been part of the Emmanuel family since 2023.

Bob serves as a part of our Worship Team and is involved in Men’s ministries as well as children’s ministries through the AWANA program.  He currently serves as one of our Deacons.

In his spare time, Bob enjoys spending time with family. He also enjoys motorcycle riding, gaming, and painting. Bob and Melissa have two adult sons (Killian and Keaton).

Bob views his job as church administrator as a supporting role. His goal in overseeing the day-to-day operations of the church is to free up others so they can better focus on ministering to the body of Christ and preaching and teaching the Word of God.


Dave McAllister

Dave McAllister

Communications Director

Dave joined the staff as the Communications Director in March of 2024. He and his wife Kelly grew up in the Skagit Valley and have been married for the past nineteen years. They have one son (Brady) and one daughter (Jordyn).

Dave is a graduate of The Master’s University (Bachelor of Arts) and Regent College (Master of Divinity). He has served as a pastor in the Pacific Northwest, including four years as the Junior High Director at EBC, as well as nine years as the pastor of a small congregation in Bow, WA. Dave grew up attending EBC as a child, and came back soon after college. He served as an elder at EBC from June 2023 to February 2026 and has the privilege of filling the pulpit from time to time.

Dave enjoys doing things with his family, including swimming, water activities, walking, bike riding, playing games, and watching movies together. He loves being an active part of his church family, particularly as the Lord continues to grow our community of faith.


Kambrea Stringer

Bookkeeper

Adopted at three, Kambrea grew up in Seabeck, WA, knowing and loving the Lord, calling Crosby Chapel her home church. She attended Ecola Bible College from 2019 to 2021, graduating from their two-year program. There she made her faith her own, and grew in her understanding and knowledge of the Lord. She loves to crochet, longboard, and enjoy time with friends, family, and her cats.

Newly married to Alex Stringer, they met in 2015 and married in June of 2023 at the summer camp they had attended and have been serving at for many years. They have been attending EBC for 3 years and recently became members and are currently serving in Awana. Kambrea and Alex are grateful to call EBC Home.

Kambrea has only recently learned the ins and outs of bookkeeping but loves a good puzzle when the numbers don’t add up. She is thankful for where God has her now and can’t wait to see what’s to come.


Barbee Andrew

Church Secretary

Barbee has been attending Emmanuel since 2007 and became a member in 2008. She has two adult sons, Normand and Philip. She enjoys camping and fellowshipping with friends.

Barbee worked as an administrative assistant for a Christian daycare in Sedro Woolley for 9 years and before that, she worked in restaurants for 10 years. She has spent many years working with kids in the AWANA program and enjoys studying God’s word in Bible Study Fellowship, Home Groups, Equipping Classes, and other women’s Bible Studies.

Barbee works as EBC’s secretary three days a week and thoroughly enjoys greeting and meeting the people who come by the church and call on the phone. Every day is a great day with the Lord!


Julie Stawski

Julie Stawski

Church Secretary

Julie has been at EBC since 2010 when her family moved back to Washington from California. The Stawski gang love the beach, music, and road trips.

Julie feels beyond blessed to have had the opportunity to be a stay-at-home mom and homeschool her two children, Sarah and Shane, from preschool through graduation. Her greatest joy is that her “children walk in truth” and have trusted Christ as Savior. Julie herself had the privilege of being raised surrounded by a legacy of strong Christian faith and credits the beautiful, godly example of her momma, Merrilee, as a guiding force in her decision to follow Christ at a young age.

Julie loves working with kids of all ages whether it is AWANA, VBS, Sunday School, or Hill Creek Christian. She is passionate about the need to be clear when presenting the gospel, not altering or watering down God’s truth. As Romans 1:16 states, “it is the power of God to salvation for everyone who believes.”

Julie works as EBC’s receptionist two days a week and is EBC’s memorial coordinator. She also serves on the Hill Creek ministry team and coordinates their student chapel and worship teams. She loves serving and getting to know the people of Emmanuel.


Ben Jung

Ben Jung

Part-time Music Leader

Ben Jung moved to Washington in 2021, and has had the privilege of serving in worship ministry at EBC since 2022, after leading for fifteen years at his previous church in Kansas. Though he never sought a formal degree in music, supporting and encouraging the congregation in heartfelt songs and hymns has continued to be a pursuit for him because of the Lord’s work in his own heart.

Though he heard wonderful teaching in churches through childhood, it was not until college that the Lord graciously used songs of the gospel to convict and change his heart unto salvation. Shortly thereafter, Ben met and married his wife Leah, who also serves on the worship team. They have four kids (Ethan, Asher, Ellie, and Anna) and live in Oak Harbor where he works as an engineer. When he’s not practicing piano, fixing his old house, or engineering, he likes to ski, hike, read, and spend time at home with his family with games and movies.

His vision for worship comes from God’s Word, in particular the Psalms. As God’s people, we have the immense privilege and the deep need to sing to the Lord together, and hear and apply God’s Word. The worship team facilitates this, using all aspects of technology and musicianship with excellence. The focus for worship together is the choir—which is you, the congregation! You will not come to sit and watch the people on the stage perform, but to hear one another singing together to our King. At EBC, you can expect biblically-grounded songs, both timeless hymns and contemporary songs.


Elders

Elders are biblically qualified men (1 Timothy 3:2–7; Titus 1:5–9; 1 Peter 5:2–3) who are given the responsibility by the Lord to lead His local church. The main priorities for the elders are studying and teaching the Word of God and praying for the people God has entrusted to their care (Acts 6:1–7; Ephesians 4:11–12; Colossians 1:9–12). This is referred to as “shepherding” throughout the New Testament. At EBC, each elder shepherds a group of members (10–20 families).

Deacons and Deaconesses

Deacons are biblically qualified men (1 Timothy 3:8–13) that assist the elders in caring for the needs of the church (Acts 6). These responsibilities include baptism, membership, communion, visitation, benevolence, and the Deacon Scholarship.

Deaconesses are dedicated, caring, humble, gentle, and prayerful servants of God. Their major responsibility is to assist the elders in caring for the needs of the church. Areas of their focus include: visitation to the homebound, communion, memorial receptions, baptisms, prayer, and Christmas ministries to widows, widowers, and the homebound.

Deacon Scholarship
